| 10 | Briefing | Oral Health: Putting Teeth into the Health Care System, 8/17/2012 More than 100 million Americans lack oral health coverage, and therefore have impaired access to dental care. What’s more, poor oral health is an integral factor in physical health, associated with conditions such as diabetes, heart and lung disease, stroke and preterm birth. So regular detection and treatment of oral health problems – which are received more regularly by those with coverage – can improve physical health and quality of life. What does the lack of oral health access cost states? What are different states doing to improve access? With 15 percent of the U.S. population living in dental “Health Professional Shortage Areas,” how can dental workforce shortages be addressed? How can collaborations between dentists and primary care physicians strengthen oral health care in the U.S.? What provisions under PPACA will impact oral health care? What is the status of the oral health demonstration projects authorized by the Act? To address these questions and more, the Alliance for Health Reform and the Robert Wood Johnson Foundation (RWJF) sponsored an August 17 briefing.

Innovative public health initiatives are attracting businesses, improving workplace wellness, and providing a spark to local economies, but is there evidence that public health investments can help prevent chronic disease and reduce escalating health care costs? And how does CBO view these with regard to cutting the deficit and/or affecting long-term costs/savings to the health care system? What can we learn from our experience with tobacco cessation programs? Have initiatives on the local level been effective? How can public health efforts intersect with clinical care? What new initiatives are being designed on the state level? Are these being supported by federal policy and federal funds? To address these questions and more, the Alliance for Health Reform and the Robert Wood Johnson Foundation sponsored a July 13 briefing.

There is a groundswell of activity in local communities to support healthier lifestyles and help people make long-lasting and sustainable changes that can reduce their risk for chronic diseases. A number of provisions in the health reform law are aimed directly at improving population health by addressing conditions where Americans, live, learn, work, and play - at their schools, worksites, restaurants and more. At this briefing, cosponsored by the Robert Wood Johnson Foundation, a distinguished panel addressed questions such as: Can this focus on the new public health be sustained in light of budget constraints on the federal, state, and local levels? How does the Patient Protection and Affordable Care Act (ACA) relate to public health and prevention activities? How are resources in the $15 billion Public Health and Prevention fund, set up under the ACA, being deployed? What efforts are being made to eliminate racial and ethnic disparities in the health of communities nationwide?

What policy changes could provide more opportunities for people to make healthy choices? An Alliance for Health Reform briefing, Worker Wellness Programs: Do They Work? will explain the provisions in the law, and examine employer efforts to improve worker wellness, along with evidence about savings. What effect can tying wellness incentives to premiums have on workers, and especially less healthy workers? What does the evidence say about wellness programs and costs? Under the proposed agency rules related to the ACA provisions, what would be permitted and not permitted in wellness program design and practice? What are key concerns about implementing such programs? A distinguished panel of experts will address these and related questions.

| 9 | Briefing | Community Health Centers: Can They Plug the Gaps in the Safety Net?, 7/23/2012 Currently, there are more than 1,100 community health centers providing care to approximately 20.2 million people in every state across the U.S. The centers, which have historically received bipartisan support, are in a unique position to serve the millions more who will gain coverage under the Patient Protection and Affordable Care Act (ACA). Nearly 40 percent of current CHC patients have no health insurance; approximately one third are children. Who do community health centers currently serve and how will this change as the health reform law plays out? How are CHCs faring in the current economic environment? Is there sufficient federal oversight of their operations? How are states and safety-net systems planning for 2014 and the challenges and opportunities presented under the ACA? What will be the impact of scheduled cuts to discretionary programs under the Budget Control Act of 2011 (the sequester)? To address these questions and more, the Alliance for Health Reform and the Centene Corporation sponsored a July 23 briefing.

The direct medical costs and the indirect costs of diabetes are estimated at $174 billion yearly.

| 9 | Briefing | Getting the Most Bang for Our Post-Health Reform Buck: Enrolling and Retaining Everyone Who’s Eligible, 12/1/2009 One of the main goals of health reform is to increase access to health care. Frequently overlooked in this effort is finding effective and efficient mechanisms for determining eligibility and enrolling those who are eligible for existing public programs, primarily Medicaid and the the Children's Health Insurance Program (CHIP). How can recruitment and enrollment be streamlined? How can enrollment in public programs affect states’ budgets? To answer these questions and others, the Alliance for Health Reform and PhRMA sponsored a December 1 briefing.

| 9 | Briefing | Rural Health: Laying the Foundation for Health Reform, 10/30/2009 Health care delivery poses unique challenges in rural communities. Provider shortages are particularly acute in rural America, where levels of educational achievement are generally lower and there are fewer opportunities to receive medical training. Unemployment and uninsurance rates are higher in rural areas than elsewhere. What provisions in the various reform proposals affect rural health care? What particular challenges need to be overcome in order to improve care delivery in rural areas? What aspects of health reform will require special accommodation in rural areas? Are delivery systems in rural areas currently able to handle the influx of new patients coverage expansion would bring? How does HIT factor into rural reform? To answer these questions and more, the Alliance for Health Reform hosted a briefing with the Robert Wood Johnson Foundation on October 30.

, 5/23/2005 In the United States, vaccine use has virtually eradicated smallpox and polio and has drastically reduced the incidence of the dangerous—and formerly common—childhood illnesses measles, mumps and rubella. Despite these strides, market forces and policy dilemmas have created significant barriers to the development and distribution of vaccines both domestically and globally, resulting in dwindling numbers of manufacturers, particularly in the United States. What can be done to increase the number of manufacturers participating in the vaccine market? What additional incentives can be given to manufacturers to develop vaccines for HIV, malaria and other new and emerging threats? To address these and related questions, the Alliance for Health Reform and Health Affairs journal cosponsored a May 23 luncheon briefing in conjuction with the release of the May – June issue of Health Affairs on vaccine issues.

But some provisions in the law have gone unfunded. Many adults currently lack dental coverage, and minorities and poor people are at the highest risk for disease. Some states are considering legislative proposals to train less expensive mid-level practitioners – somewhere between dentists and hygienists – to be able to do more.
